It depens on how long your hair is now, the condition your hair is in %26amp; how well you take care of your hair %26amp; the how fast your hair grows. I cut my hair off a year ago %26amp; I had about 1 inch. Now a little over a year later, my hair comes down to about chin length when it's streched out.
I just noticed that you said you are starting from bald. . so it that is pretty much fron scratch! Just try to take really good care of your hair. Stay away from heat (blow dryers, flat irons, etc.) Keep it really moisturized and stay away from using too many products.
That will help keep it really healthy %26amp; stimulate the growth.
My opinion is that it will take anywhere from 2 - 4 years to get that kind of hair growth.

Depends how fast your hair grows, the average speed is about 1/2-3/4 of an inch per month. So I'd say it would take about 2 years (I'm assuming your hair is shortly cropped at this point in time) for your straightened hair to grow to your shoulders.
